The U.S. Securities and Exchange Commission (SEC) is an independent agency of the United States federal government created in the aftermath of the Wall Street Crash of 1929 to regulate securities trading, which includes stocks, bonds, options, and other types of investments. The SEC was created by Congress as a response to concerns over rampant speculation on Wall Street that led to several major market panics or crashes during the early 20th century because it had become increasingly difficult for investors to judge what value equities were worth due to misleading practices like insider trading. The SEC's first chairman was Joseph P. Kennedy who served from 1934-1937 when he left for war service in World War II after America's entry into World War II.
